Sonoma County greenhouse gas emissions have increased 26% between 1990 and 2000, while population has only increased 18%. If atmospheric carbon dioxide is to be stabilized at a safe level, aggressive measures must be undertaken at the international, national and local level. Many steps can be taken in Sonoma County that significantly lower greenhouse gas emissions due to electricity and natural gas use, transportation and agriculture. Measures can be taken to increase the sequestration of carbon, as well as the use of waste products for energy harvest. This paper examines in detail how to accomplish growth, without increasing GHG emissions. It also discusses local government response to climate protection, in terms of land use issues, electric power management, solid waste and water and wastewater management.
